FINANCE COMMITTEE
Members: Rodeny Mann (Chair), Gary Gallant, Marvin Mill
Responsibilities: The Finance Committee recommends the annual budget for Council's consideration and acts as a sounding board on matters of a financial nature that concert the Town's operations. The proposed budget itself it prepared by the Town Manager and is provided to the Finance Committee for consideration prior to its presentation to Council. When necessary, the Finance Committee recommends required in-year changes of a significant nature that vary spending from the approved annual budget. The Finance Committee also engages in the review and study of matters brought to it's attention that may be considered to have a significant impact on future Town budgets.
PUBLIC WORKS COMMITTEE
Members: David Kiff (Chair), Mack MacLean, Rodney Mann
Responsibilities: The Public Works Committee is responsible for assisting the Town Manager in the consideration of concerns relating to town public works buildings and structures; for making recommendations concerned with street paving, sidewalks, lighting, and for the discussion of other matters brought to its attention that relate to the public works function of the municipality.
POLICE SERVICES COMMITTEE
Members: Marvin Mill (Chair), David Kiff, Gary Gallant
Responsibilities: The Police Services Committee reviews concerns that are brought to its attention by Council, the Town Manager and the Police Chief and offers counsel and advise as may be considered appropriate. Recommendations are made with respect to budget allocation. When requested, the Police Services Committee will assist the Town Manager and Police Chief in the review of issues, concerns and areas of need that, if left unattended, may impair the effective operation of the Town's police function.
PROPERTY COMMITTEE
Members:Mack MacLean (Chair), Bonnie Cole, Marvin Mill
Responsibilities: The Property Committee has responsibility for the review and recommendation to Council of building permit applications for residential and commercial construction; consideration of property acquisition; boundary extension; investigation into complaints of unsightly premises; issues concerned with signage within the Town; and for related property matters that brought to its attention for discussion and recommendation. Building permits applications for projects such as roofing/siding repairs, deck and shed construction and other smaller projects that clearly fit within prescribed Town building regulations are often approved through the Town Administration Office but are always referred to the Property Committee for recommendation to Council for formal approval to be included in the official minutes.
FIRE PROTECTION SERVICES COMMITTEE
Members: Gary Gallant (Chair), Rodney Mann, Bonnie Cole
Responsibilities: The Fire Protection Services Committee is primarily responsible for liaison between Town Council and the Volunteer Fire Department. This committee will ensure that issues and concerns affecting the delivery of adequate fire protection services for Town residents, businesses and properties are brought to the attention of the Town Council. The Committee meets and engages in discussion with the Volunteer Fire Chief and Deputy Chief at least twice a year towards identifying areas of fire service concern or need. The Committee reports and brings recommendations to Town Council that arise from such discussions. Additionally, the Committee, or designated representatives, meets with the appropriate Fire Department officials to present the Fire Department Annual Budget projections for the then current fiscal year.
RECREATION, PARKS & SPECIAL EVENTS COMMITTEE
Members: Bonnie Cole (Chair), David Kiff, Marvin Mill
Responsibilities: The Recreation, Parks and Special Events Committee considers matters concerned with improving recreation and leisure programs/facilities and parks within the Town. It also considers questions related to the preservation and protection of heritage properties and assists with the organization of special events. A member of this committee is appointed by the Mayor to the KARA Board of Directors.
KENSINGTON AREA INDUSTRIAL COMMISSION
Members: Barry campbell (Chair), Rodney Mann, Mack MacLean, Donnie Harris, Cathy Simmons
Responsibilities: The Kensington Area Industrial Commission considers offers of land purchase in the Kensington Industrial Park and to review and make recommendations on other matters concerned with the Industrial Park's ongoing operation and maintenance. The Commission is established under the authority of the PEI Area Industrial Commission Act and composition of the Commission is identified as three members of Council and two additional individuals. This Commission may concern itself with such matters as encouraging the establishment and development of new industries and the expansion of existing industries in the Industrial Park.
KENSINGTON AREA RECREATION ASSOCIATION (KARA)
Town Representative and KARA Executive Board Member: Marvin Mill, Alternate: Bonnie Cole, Member at Large: Barry Campbell
Responsibilities: KARA is representative of 13 member organizations with 2 members from each organization on the Board of Directors. The Executive Committee is derived from the Board of Directors. KARA owns and operates the Community Gardens Complex, which holds a seating capacity of 1000 people in the winter months and 2000 during the summer months. Various activities such as Minor Hockey; Figure Skating Club; Recreational League; Preschool and Adult Skates; Senior C Hockey Club and Junior Hockey, take place at the Community Gardens. Summer activities include Minor Ball and Recreational Ball, Dog Shows, Auction Sales, Ice Cream Socials, Fiddling and Step Dancing Jamborees, and the Harvest Festival.
TOWN OF KENSINGTON WATER AND POLLUTION CONTROL CORPORATION
Members: Barry Campbell(Chair), Gary Gallant, Bonnie Cole, David Kiff, Mack MacLean, Rodney Mann, Marvin Mill
Responsibilities: The Kensington Water and Pollution Control Corporation is a separate entity from Town Council. It operates under Town Bylaw pursuant to the Municipalities Act and regulations of the Province of Prince Edward Island and is a decision making body. Water and Sewer Rates for Kensington are established by the Island Regulatory and Appeals Commission. The Chair is the Chief Executive Officer of the Corporation and the Town Manager is the Chief Administrative Officer. The Corporation meets independently and makes decisions for the effective operation of Kensington's water and waste water utilities, including: construction, altering, extending, managing and controlling a system for providing the service of water and sewerage to the residents of the municipality and, with the approval of Council, to residents of areas adjacent to the municipality.
DEVELOPMENT MATTERS
Mayor Barry Campbell
Responsibilities: Mayor Barry Campbell is responsible for establishing effective liaison with the Town of Kensington business community toward the overall goal of identifying issues and other matters of concern important to the growth and vitality of the Town's downtown commercial core and other areas of commercial enterprise. He will co-ordinate the reporting back to Council on these matters.
